School Committee Meeting

October 7, 2004

Call to Order

Mrs. Deering called the meeting to order at 7:02 pm.Mrs. Deering opened with comments regarding the passing of Joseph Damigella the previous day.She requested a moment of silence in his honor.

 

Minutes

Mr. Jackson recommended accepting and retaining the Executive Session minutes of September 23, 2004.

 

On a motion made by Mr. Post, seconded by Mrs. Emmons, the Committee voted to approve and retain the minutes of July 15, 2004 School Committee Executive Session meeting as presented.

Communications

Public Comment

Mr. Jack Connors of 14 Andrew Lane passed out a page regarding Holliston Youth Baseball/Softballís proposal for lighting two fields after winning the Granite City Electric contest.They would like to illuminate the large baseball diamond field behind the Adams School and Damigella Field.Mrs. Deering proposed that a subcommittee be formed to work on this.Mr. Jackson recommended that Mr. Buday, Business Manager, and Mr. Carboneau, Athletic Director, be part of the subcommittee as well.

 

School Committee Individual Comment

Mrs. Emmons mentioned upcoming events held by the Holliston Newcomers and Youth and Family Services.She also mentioned upcoming Scout Cleanup Days at Placentino and Miller Schools.

 

Mr. Post offered his condolences to the Damigella family.

Superintendentís Comment

Mr. Jackson stated that it was a blessing for the schools to have a friend in Joe Damigella.He added that flags will be at half staff until sundown on Monday in recognition.He thanked the HEF for the welcoming gathering last week.The school is supporting the cross-country meet at Brown University in Rhode Island after some initial questions regarding liability.†† He mentioned that October 16, 2004 will be the 100th Anniversary Gala for the Holliston Library.

 

Assistant Superintendentís Comment

Mr. Cornely stated that he knew Joe Damigella a long time and will miss him.He offered congratulations to Mr. Keim for winning the pie-eating contest at Celebrate Holliston last Saturday.

 

Presentations

 

Spring 2004 MCAS Results - Follow Up

Mr. Cornely presented a detailed report of the MCAS results.The report showed the progression of 4 cohort groups: the current grade 10 students, the current grade 8 students, the current grade 7 students and the current grade 6 students. Mr. Cornely described the accomplished initiatives and the new initiatives that have been implemented at each of the 4 Holliston schools. Discussion was held.

 

Policy

 

         KFCA - Operation of Tower Lighting for Kamitian Field Policy Waiver

Fire Chief Cassidy has requested a waiver for policy KFCA in order to have the lights on for his 4th annual ďHave a Safe Halloween Celebration.ĒThe Celebration will be held on Saturday, October 30, 2004 from 5:00 - 7:00 pm.The Committee has waived the policy for this program in the past.

 

On a motion made by Mr. Post, seconded by Mr. Jones, the Committee voted to grant Fire Chief Cassidy a waiver for Policy KFCA, in order that he has lights at Kamitian Field for his Halloween Celebration from 5:00 - 7:00 pm on October 30, 2004.

         KF - Community Use of Facilities

Barbara Stinson has requested a waiver for policy KF in order to allow Over the Top to rehearse at the Middle School without being charged a building usage fee.Over the Top is a community teen singing group that has performed at many town events including Celebrate Holliston, the PTSA Auction and the HEPO Ice Cream Social.Mrs. Stinson stated that she would pay the facility fee for performances, but would like to have the fee waived for the groupís weekly rehearsal.Discussion was held.

 

On a motion made by Mr. Jones, seconded by Mr. Post, the Committee voted to grant Mrs. Stinson a waiver for Policy KF, in order to allow the singing group, Over the Top, to have weekly rehearsals at the middle school without being charged a facility usage fee.

Personnel

There was no discussion of personnel issues.

 

Old Business

 

         Acceptance of Robert Adams Middle School

Susan Haley and Dan Blaney of the School Building Committee requested the acceptance back of the Robert Adams Middle School in its renovated state.They reported that the renovation is complete, and the contractor has received his final payment. The acceptance back is a required step in the School Building Policy.Discussion was held.It was confirmed that the Administration had no concerns and was in agreement with accepting the school back from the Building Committee.

 

On a motion made by Mr. Post, seconded by Mr. Ganzenmuller, the Committee voted to accept the Robert Adams Middle School back from the Building Committee.

         Delegate for the MASC Annual Meeting

The Massachusetts Association of School Committees (MASC) Annual Meeting will be held

on Wednesday, October 27, 2004, during the MASC/MASS joint conference.The Committee must appoint a delegate to vote on educational issues at this meeting.Lisa Deering was nominated to be the delegate for the Holliston School Committee.She accepted the nomination.

 

On a motion made by Mr. Post, seconded by Mrs. Emmons, the Committee voted to appoint Lisa Deering as the Holliston School Committee delegate for the MASC Annual Meeting to be held on October 27, 2004.

New Business

 

         Superintendentís Report

††††††††††† Mr. Jackson reported that there is a request for an amendment to the TEC agreement.

The amendment includes inviting the Town of Framingham to join the TEC Collaborative.Mr. Post is the representative on the TEC Board and he reviewed the benefits of having Framingham join the collaborative. The TEC Board unanimously approved accepting Framingham into the collaborative, but it must be approved by School Committees.

On a motion made by Mr. Post, seconded by Mrs. Emmons, the Committee voted to amend #27 of the TEC Agreement to allow the town of Framingham to enter into TEC.

Warrants

 

On a motion made by Mr. Post, seconded by Mr. Ganzenmuller, the Committee voted to approve a bill warrant in the amount of $455,365.37.

On a motion made by Mr. Post, seconded by Mr. Ganzenmuller, the Committee voted to approve a cafeteria revolving account bill in the amount of $18,963.93.

Items of Information

The next School Committee Meeting will be held on Thursday, October 21, 2004 at 7:00 pm.

Town Meeting will be held on Monday, October 25, 2004.

The MASC/MASS Conference will be held from October 27-29, 2004 in Worcester.

There will be a School Committee Meeting on November 4, 2004.

 

Adjournment

Mr. Jackson stated that there is a need for Executive Session for the purpose of collective bargaining.The Committee will not be returning to Open Session.

 

On a motion made by Mrs. Emmons, seconded by Mr. Ganzenmuller, the Committee voted to move into Executive Session at 8:35 pm for the purpose of collective bargaining and not to return to Open Session.
